Chennai Municipal Authority Mandates Milling Prior to Road Resurfacing to Combat Rising Street Altitudes

CHENNAI — In a decisive move to combat chronic urban flooding and infrastructure degradation, the Greater Chennai Corporation has officially instructed all municipal engineers to execute surface milling prior to executing any road relaying projects across the metropolis.
Historically, urban roadways in the capital city faced severe elevation issues caused by the recurring practice of pouring fresh asphalt directly over worn pavement without prior excavation. This negligent shortcut triggered a domino effect where thresholds of residential structures and commercial establishments sank below street level, severely worsening rainwater drainage during seasonal downpours.
According to reports by The Hindu, Corporation Commissioner G.S. Sameeran emphasized that municipal teams must permanently abandon the harmful habit of accumulating successive layers of bitumen, setting a mandatory protocol that prioritizes structural accountability and scientific urban planning.
Looking ahead, municipal authorities plan to ramp up field inspections to guarantee strict compliance with the milling directive across all 15 zones. This procedural overhaul marks a critical turning point in how municipal engineering is managed, signaling broader national implications for sustainable urban development and climate-resilient city infrastructure across India.
